Chicago, IL – Clarity Partners, LLC (“Clarity”) and its prime contractor, Los Alamos Technical Associates, Inc. (“LATA”) were engaged to develop the Tax Increment Financing (“TIF”) Reform Technology Platform for the City of Chicago Department of Housing and Economic Development (“HED”). Since their inception in the 1980’s, TIFs in Chicago have produced significant investments in blighted and economically disadvantaged communities across the city. The purpose of the TIF Reform Technology Platform project is to develop a cohesive and comprehensive software solution to control and monitor TIF districts, projects, and programs throughout their life cycle. This solution will consolidate TIF data, increase internal control of TIF processes, enhance reporting capabilities, and provide greater transparency and constituent access to TIF information.
Clarity’s role in the initiative is to provide business and data analysis, technical architecture, software development, and data conversion and consolidation services to ensure that the vision of the TIF Reform Technology Platform is realized. Clarity and LATA will work collaboratively with HED to build a platform that increases the monitoring review and assessment capabilities of City staff while at the same time providing taxpayers with a greater understanding of how and where their tax dollars are being spent.
